Web 2.0 ¿Interesados en posicionar Europa, o una empresa a nivel regional, nacional, o global? Branding Global

Hace año y medio la Asociación de ex-becarios Fulbright nos pidió que les hablasemos de redes sociales. La tarea era complicada, en primer lugar porque eramos parte interesada. Olga Gil había coordinado el paso de la web1.0 de la Asociación, obra de Javier Muñoz, a la web2.0. Este trabajo se produjo en 2008, en paralelo al uso innovador que hizo un político casi desconocido, tan desconocido como ZP antes de ser candidato a Presidente: Barack Obama, antes de ganar sus primeras elecciones. El trabajo se realizó dirigiendo a un equipo de Fulbrighters con un increible talento.

Networks and Politics. A presentation for Spanish Fulbright Alumni Associa… from Olga Gil, Ph.D

El encargo de hablar sobre redes sociales era complicado. A favor ha jugado que en el lapso de cuatro años el consenso social sobre apertura de datos y comunicación ha cambiado 160 grados. También en la Asociación. No usaré la palabra transparencia, que tiene connotaciones filosóficas y políticas delicadas, sobre las que podriamos extendernos.

En el equipo que formamos TicWisdom, aceptamos el reto: hablar de la web2.0, con la gentileza de compartir estrado con Francisco Hernández, que habló de comunidades virtuales. Yo hablé de Branding Global. Una presentación ante un aforo tan distinguido y especial es también un regalo: las preguntas del público y el debate abren muchas vias pendientes de explorar, interrogaciones por responder, retos que acometer… gracias a todos por las preguntas y matizaciones.


Este es el reto que nos lanzó la Asociación Fulbright:

“Amigos en Facebook, videos en YouTube, tuiteos, trending topics, comunidades online son términos cada vez mas comunes de nuestra realidad social. Términos que producen entusiasmo y desconcierto a partes iguales y en muchos casos simultáneamente. Términos siempre asociados a cantidades masivas, desde los miles de tuiteos que puede provocar una noticia hasta los centenares de millones de usuarios de las llamadas “redes sociales”. A su vez, son realidades sujetas a una altísima volatilidad, lo cual complica en grado sumo la tarea de su comprensión y aprovechamiento por el común de los mortales. Aunque todavía nos falte perspectiva histórica para apreciar el verdadero impacto de las redes sociales y mucho mas aun para vaticinar su futuro, es innegable la importancia que han adquirido en todos los ámbitos de la comunicación, sea esta empresarial, política, periodística o personal, y en particular por haber trastocado, para bien y para mal, las estructuras y las reglas mismas que regían en los canales de comunicación tradicionales. Para entender las claves dentro del desconcierto contaremos con nuestros dos invitados…”

La biografía de Olga:

Olga Gil es fundadora y directora de TicWisdom, una empresa de marketing multinivel que trabaja con redes sociales, visualización y grandes cantidades de datos (Big Data) aplicados a la consultoría estratégica y desarrollo de proyectos con empresas, ONGs e instituciones públicas. También es profesora de Relaciones Internacionales e imparte clases en la Universidad Autónoma de Madrid. Es Doctora en Ciencias Políticas y Sociales (European University Institute, Florence, trabajando bajo la dirección de Colin Crouch), especialista en banca, con un posgrado en INSEAD, Master of Arts y posgrado en Estudios Latinoamericanos (Universidad de Carolina del Norte, Chapel Hill), donde trabajó bajo la supervisión de Jonathan Hartlyn, y Duke University, donde estudió con Peter Lange) y Licenciada en la Universidad Complutense de Madrid en Ciencias de la Información y Ciencias Políticas. Antes de fundar su empresa, trabajó como Responsable de Análisis en el Gabinete de Presidencia de Banesto (2003-2009), organizaciones internacionales (ONU, Nueva York) y en Televisión Española como periodista económica en Informativos TD1. Es autora de Telecomunicaciones y Política en Estados Unidos y España (1875-2002), publicado por CIS y Siglo XXI y premio al mejor libro de la Asociación Española de Ciencia Política y de la Administración en 2003.

Participante muy activa en asociaciones de la sociedad civil, sin ánimo de lucro, como la Asociación Fulbright, de cuya Junta Directiva ha sido miembro durante siete años (2011-2005) y donde ha coordinado el cambio en la comunicación –incluyendo la renovacion de la web y la arquitectura 2.0. En la actualidad es miembro de las Comisiones Web y Beca de la Asociación. Es socia de European Professional Women Network, de la que ha sido miembro de su Junta Directiva en España (2008-2009). También participa activamente en @GlobeWomen, que en 2013 reunirá a 2000 mujeres Presidentes de Gobierno, Ministras, Directoras y emprendedoras en Singapur. Es miembro de la comunidad de Salzburg Seminar (Austria), Le Glenans (Francia), y Qingdao International Yacht Club, China.

Crecer y cambiar los modelos productivos y de relación

Recientemente asistimos a las presentaciones sobre datos -grandes cantidades de datos, análisis y visualización- programadas en el @EspacioTEF de Fundación Telefónica. Son trabajos pioneros en España sobre Big Data, que suponen posibilidades magníficas para nuevas profesiones, para cambiar la estrategia de empresas e instituciones por medio de los datos. Se trata de un sector donde las ayudas públicas también existen: la Unión Europea ha anunciado 20 millones de euros de financiacion para #BigData.

El recorrido de los mercados relacionados con big data es muy grande y supone un salto diferencial. Incluiré tres ejemplos que he conocido en mi viaje reciente a Estados Unidos:

  • El primer ejemplo, en Boston es New Urban Mechanics en esta empresa están consiguiendo revolucionar la idea tradicional de consumo y democracia. New Urban Mechanisc es un ejemplo de empresa de ingeniaría en la que los datos están ayudando a revolucionar empresa y mercado. Es el primer ejemplo de cómo crecer y cambiar los modelos productivos y de relación. Muy importante y con mucho recorrido para las empresas españolas de infraestructuras, que operan el 36 % de las infraestructuras mundiales según Public Works Financinguna publicación mensual del periodista William G. Reinhardt, creada en 1988 para seguir la evolución de las alianzas de empresas público-privadas en América del Norte. Atención peridistas de datos, aquí hay trabajo.
  • El segundo ejemplo es @citizensconnect. Esta empresa está redefiniendo la relación entre instituciones públicas y ciudadanos. Es el segundo ejemplo de cómo cambiar modelos productivos y de relación.
  • El tercer ejemplo tiene que ver con el cambio de liderazgo que implica el trabajar con datos abiertos. Y mencionamos el ejemplo de un gestor público: Patrick Brennan. Es el tercer ejemplo de cómo crecer -en una dimensión que incluye lo cualitativo- y cambiar modelos productivos y de relación.

El trabajo con Big Data -y el talento- está maduros para plantearse este paso más allá. Un paso que permite cambiar la reglas del mercado, cambiar la forma en que produce la empresa, cambiar las reglas del juego a través de una competencia diferenciada, distinta: hay espacio para la descentralización, la asignación que no se basa excusivamente en sistemas de precios o una dirección coordinada –como apunta Yochai Benckler en The Wealth of Networks. Este recorrido es posible para avanzar en la conexión smart que tanto puede ayudar a las empresas españolas en crisis a reposicionarse –Si tenéis interes nuestra visión en estos aspectos podéis contactarme en la dirección de correo que figura al final de esta entrada.

Nos han gustado especialmente Carlos Gámez Kindelán de @dmultimedia. Primera calidad. Uno de sus magníficos trabajos: Mujeres parlamentarias en la Unión Europea, publicado por @20M

También nos ha gustado Chiqui Esteban @chiquiesteban, director de nuevas narrativas en @lainformacion. El nos ha ofrecido las claves que permiten diferenciar sus productos y servicios de otros periodísticos: Explicar, ser diferentes y sacar historias.

Nos ha parecido interesantísimo el trabajo que está liderando Elena Alfaro en BBVA que permitiría reinventar el sector retail, para PYMES y grandes empresas. Elena ha descrito fórmulas que pueden cambiar los términos en que compiten las empresas. El cambio de las reglas del juego y de reformulación del mercado, la oferta y la relación con los clientes al que hemos aludido. Esta visualización de datos en video muestra los hábitos de consumo registrados a través de los movimientos de tarjetas de crédito a los largo de una semana.

Nos ha parecido que Carlos Martinez de la Serna, @cmdelaserna, que trabaja para CartoDB tiene un planteamiento que se acerca a la oferta para nuevos mercados.

Mario Tascón, afilado como un lápiz, nos ha recordado que la narrativa, la historia que construímos con los datos, importa:

TVE, sí, pero no. Nuestra duda…

Luis Piñeiro, que trabaja en A la Carta de TVE, y supervisa su estrategia SEO nos ha contado tres experiementos RTVE con tratamiento de grandes cantidades de datos. Este trabajo nos ha gustado: Relaciones entre los resultados electorales municipales y datos demográficos, económicos y sociológicos, desde 1987.

Nuestra duda: Radio Televisión Española (RTVE) es una de las empresas -pública- con más datos disponibles en video y audio sobre la historia de España en el siglo XIX, XX y XXI. Siempre es interesante conocer cual es la visión sobre estos datos en RTVE. La apertura para remezcla de este archivo tan valioso sería una materia prima riquísima para desarrollar una vibrante industria cultural basada en el español y la tecnología que pudiera llegar a los millones de hispanohablantes en América, y a los interesados en nuestra lengua en el mundo. ¿Se planteará algun día TVE, empresa pública, sostenida históricamente con los impuestos de los ciudadanos españoles, abrir estos materiales y compartirlos para remezcla, etiquetado…? Podriamos inventar, con el talento de creadores, y con mucho menos coste, un modelo más exitoso que el de un Hollywood hoy en crisis? ¿Habrán un margen para concebir este material documental como recurso básico y posible ventaja competitiva para nuestra economía?

Fundación CIVIO @civio

Javier de Vega, Fundacion CIVIO nos ha mostrado que en la Fundación en la que trabaja el tratamiento y visualización de grandes cantidades de datos está en el ADN del proyecto. Fijaos en este trabajo con datos de incendios en España, que nos permite explorarlos de una manera nunca vista antes, y entender conexiones.

Incluyamos estos buenos ejemplos de la Jornada #BigDataFT en el contexto más amplio

Os invitamos a que veáis estos ejemplos en el contexto de tendencias de la web y de Internet de los Objetos. Desde estas perspectivas, os recomendamos:

  1. Esta presentación exhaustiva de Mary Meeker de KPCB Venture Capital: lo mejor que hemos visto este año sobre El Estado de la Web.
  2. Y si estais interesados en desarrollos empresariales os recomendamos escuchar el Panel sobre Internet de los Objetos de Tech Com 2012 celebrado recientemente. Esta discusión entre protagonistas de la industria nos aporta muchas ideas (35 minutos).

El análisis de los datos. Desde los filósofos a las humanidades, pasando por los especialistas en salud, derecho e ingeniería y ciencias: Todos implicados

Como hemos apuntado, consideramos que el trabajo con grandes cantidades de datos, está ligado a competir en ligas diferentes para empresas, instituciones y asociaciones -como Civio- que se reinventan. Os dejamos un ejemplo que hemos conocido en nuestro viaje reciente a Estados Unidos. El Instituto que ha establecido la Universidad de Columbia este verano gracias a una aportacion de 15 millones de dólares del ayuntamiento de Nueva York, condicionada a emplear a setenta y cinco nuevos especialistas y a conseguir ochenta millones de inversión privada para los proyectos del instituto:

“The Institute for Data Sciences and Engineering to support the acquisition and analysis of huge electronic data sets. The institute, which is overseen by the engineering school, is supported by a $15 million grant from New York City as part of its Applied Sciences NYC initiative, which aims to promote technology commercialization and economic growth. As part of the agreement, Columbia is committing to raise at least $80 million in private investments and to hire seventy-five new faculty for the institute, in engineering and other disciplines, by 2030.

When you ask questions about how to turn data into meaningful information… “you are asking questions that every part of the University — from philosophy to humanities to health to law to engineering and science — needs to answer,” said President Lee C. Bollinger … “And that’s why we need an institute that specifically addresses the challenges of our data-rich society.”

Para finalizar, deciros que creemos que esta iniciativa debería ser anual: en la industria incipiente de los datos en España, más allá de la lógica competencia por recursos escasos tenemos mucho que aprender intercambiando experiencias y cooperando.     2. Pensando sobre el mercado y cómo desarrollarlo. ¿Cómo crear y hacer crecer este nuevo mercado en el que me convierto en proveedor de servicios de valor añadido?
    3. En línea con las anteriores, queda un margen de mejora para replantear las presentaciones: más allá de mostrar que el conocimiento sobre datos, análisis y visualización es alto. ¿Cómo podemos aplicarlo… para hacer crecer un proyecto o un negocio?

Getting involved to become main actors improving the rules of the game in town: From higher education to employment, citizenship and entrepreneurial spirit

We are heading towards the end of the Fall semester in the three campus where TicWisdom education programms were prepared to teach under Olga Gil´s direction. Evaluations for the work developed in progress by students, strictly following Bolonia are now key. Bolonia is a model that we like: 50% theory plus 50% on-hands-practicioning. Results from students might become very relevant out of teacher´s drawer in a model like this. Two of our students have goot a first job opportunity with the course work developed. One of them has been invited by McKinsey&Co to join the stagier programm in London this summer. This is a result of the work developed in class, where students who decide to do so are presenting the on-going academic essay/report as a proposal to participate on different contest. Thus we have engrained education to employment as part of the courses. Students getting their first opportunity during the course play a very importat role. For their fellow mates they are alive proofs: getting results is possible -against the pesimistic flow.

We are very pleased we are working against the pesimistic flow –and some inadecuate attacks to public teaching
And we are even getting fine results: Some students will have a job as a result of the work we are developing together. Have a look at how interesting it is the rage of topics they have choosen to work on and how students have become involved –this is just work in progress and final results will be attained by January 2013.

The world today is full of opportunities for those who dare to fetch them.
Rules are changing. Understanding the new rules and having the courage to play and participate in the built up of new rules might well position a complete generation of Spanish youth among the best in the world. I see them not just playing on the Champions League, but inventing new games.

Actually, the crisis might help us to recover a otherwise lost generation, lacking values for compromise, and reflecting those of the elder generation: a lack of ethics for the XXI century. Lack of interest in the world, to know other cultures and to learn how things are done in different societies. The crisis has changed all this. We want so share with you this link to a different idea about Marca España. This has to do with jobs for Spaniards… and all the possibilities linked to built up networks abroad for a very well prepared generation that just has to dare. It is a job site.

We work each day with the convinction that defining new games is a possibility

For these capable men and women, in all the seminars and workshops. Students keep up to expectations indeed. We mentioned one result above, but the list of topics, the quality and originallity of the works they are working in progress is enticing. They are focusing on real challenges: energy politcy, education policy, tech policy, water policy, participation policy, development policy… and also following our advise, they are focusing on the client (party, level of government, institution, NGO…) and specially they focus were the money is –following the insight to INSEAD business school.

This semester TicWisdom has furthered the foundations

We are adding up collaborations with five different campus. Most of themm are based in Madrid, Spain: UNED (worldwide), Cantoblanco (Universidad Autónoma de Madrid), Colmenarejo (Universidad Carlos III de Madrid), Getafe (Universidad Carlos III de Madrid) and UNIA (Universidad Internacional de Andalucía). Students are asked to do the readings with anticipation for all the classes under syllabus developed by us, with inputs from TicWisdom education team for the labs part in the four courses (including digital literacy):

  • Comparative Politics
  • Comparative Public Policy
  • Introduction to Political Science and
  • Comparative Multilevel Governance (Estructura Territorial del Estado).

In all the cases bibliography tends to catch up with recent publications.

We consider that the word changed quite decisively in 1989 and I will not be the same after the breakdown of trust inflicted by commercial banks the United States in 2008 and 2009. Therefore, politics are changing, economics are drastically changing, and society is reshaping. Geopolitics are also changing, with the US losing interest in the Middle East, with important and *dangerous* consecuences for the Mediterranean in the midterm.

Thus, readings and class discussions should reflect upon the current challeges of politics and humanity. According to the students in the comparative politics class, our challenges today have to do with governance, with democractic governance. Their vision on what they should concentrate on from the point of view of the practicioning of political science (and not only from the Academia) is the following:

We also hope our courses have lighten up the flame of interest for them to get involved and to become main actors improving the rules of the game in town. Whether they decide to involve in politics -which for the most part disregard- or working form civil society following Elisabeth Murdoch say: “Comprometerse y darlo que podemos a la comunidad es lo mas importante que una persona puede hacer”

However, this is not a static proposal. Students have a 50% responsibility … to make this proposal a useful one. They have to buy the idea, compromise, and take the responsibility of leadership. They are not always prepared to do so. And there are many other ideas we should keep up with, in order maintain this model upfront. The courses have to change to adapt to the very changing process we encounter today. See just one example.

The United States and Changes in Global Paradigms: US Elections 2012

Following the invitation of the US Embassy in Madrid to travel to the United States to for the 2012 Elections in October, I was asked to prepare a Conference for December 4rth at the Political Science Department of Universidad Autónoma de Madrid –the department ranks first among poli science faculties in Spain.

I have chosen to speak first about the political system, focusing specifically on those things I did not know about the system. Secondly, on the electoral system with with a special attention to the micro level. Thirdly on marketing politics; Fourtly, on politics and the youth; and finally, on the global implications of having a democrat versus a republican president.



Let me start talking about the United States Political System, stresing specially things I did not know –despite my in depht knowledge of regulatory policy in the US:

For the following insights I am greatful to Dr. Jeremy Mayer, Director of the Public Policy Program at George Mason University, who gave us a witty and sharp Overview of the US Political and Electoral Systems.

Things I did not know about the United States Political System:

Two principles make federalism in the United States different from others:

1. In the realm of political diversity<br
The structure of government is diffeent across states. The power of the governor is also diferent in each state. The Federal Constitution does not make indications on the governance of the States. Therefore, States does not neeed to have a governor. Texas is the example of the weakest governor in the country, because the state cobstitucion heavily restrains the power of the governor… Thus we could conted that when George W. Bush said that being the governor of Texas was good preparation to become President of the United States… he has betting high.

2. In the realm of olitical freedoms

Political freedom is the reason why the constitution of Massachusetts allowed gay marrige, while other states did not.
Virginia laws are very different form other state laws: if you ever break the law, you may not vote ever again. Florida has also a similar law.
Laws are harder on blacks, and state laws in both states might change the outcome because… 90% of black turn out is for Obama.

There is not a National Register for voters. Thus, there are 30.000 people registered in both New York *and* Florida at the same time. 2.000 are stimated to have voted in both.

A few states have holiday to vote, but most states do not.

State have different ways to select their candidates for a presidential election: Some choose primaries, other caucus, and another prefer state conventions.

1) Primaries might be closed, were only party members can vote. Primaries can also be semi-closed, with members of the party as well as friends. There are also open primaries, where any citizen can vote. One migh well be strategic, inn states with open primaries, such as Ohio.
2) Caucus, where Iowa is example. Caucus are low turn out events because of time schedule and the time they take, over three hours. The meeting is held in a small place, where people step close to the representatives they like more, the winners combine the attention first shared among the varius representatives. Pasion of representatives for Obama favored his candidacy against Hillary Clinton. Rules of democratic caucus and republican caucus might be different.
3) State conventions

In 1998 Obama supporters studied the rules of all states. Hillary Clinton, in turn focused on New Hampshire and Iowa. Obama looked into everything, and to the log view.

In the 2012 election 70% of US citizens are registered to vote. However, since many people work clock ticking, they have to be back to work, thus long lines are discoraging. Furthermore, some states decide to close polls at six, thus many voters cannot arrive to vote. 358, a polling aggregation website offered quite accurate information balancing out the polls with comparative demographic data, and weighting each poll based on the pollster’s historical track record, sample size, and recentness of the poll.

Electoral laws have attempted to be changed at a late statage in Florida, New Hampshire, Ohio, South Carolina, Texas and Wisconsin –some of these states being swing states.

The Federal state and the member states have fiscal independency. Both levels may decide to have taxes and to what extent. There not limit writen in the Constitution. However, raising taxes in one state may incentivate people to move to a less taxed state. States can be bankrupt and the federal government is not supossed to help. In 1964 NY city went bankrupt. President Ford said: you are spending money like European socialist and drug traffikers, with all those universities free. When NY city asked for hel his answer was: “drop dead.”

As a percentage, 70% of the taxes go to the Federal State Government. 30% go to the states and the local governments. From this 70%, seven hundred millions a year go to the military. About 25% of the Federal budget is distributed among states and local governments according to an existing formula that the President may not change without Congress overview.

Only military academies are national universities. Public Universities are funded by the States.

As for the electoral system. The base is very undemocratic. The winner takes all the votes in each state. And the system grants two minimunn votes to each state, disregarding the population. This makes Wyoming with about half million population and 3 votes (2+1) overepresented with regard to Caifornia, 36 million people and 55 votes (2+53).

Florida, Ohio and Virginia have been deciding who the next President would be. Obama was pull out of North Carolina. Mayer says that the election we can compare with is the 2004, because that was also a very tight one for both candidates.

The system alienates low information voters.
However, one good thing is that it leaves room for qualified talent to raise -as opposed to Europe- But also for the low qualifyed such as Palin. Money permeates because of weak parties, compared to Europe. Three million of US citizens gave money to Obama in 2008. The ability of small donators raising money thorugh Internet brings hope to the system.

On the positive side, the US Constitution and the political system have guaranteed peace and little conflict (just a civil war) from 1777. It has prevented the raise of religious, racial and regional issues beuase it has not rewarded the second or third place. This is embeded in the Constitution.

Each of the following themes deserve an article of their own. For the moment I will offer a documentary and some spoken comments:

On the electoral system with a focus on the micro level, I have prepared this documentary showing interesting mecanisms of citizen participation.

On marketing politics, the meeting with Evan Sutton from New Organizing Institute (NOI) fosused on citizen mobilization during elections and the use of social media to organize during elections.

On politics and the youth, pictures show the talks with volunteers working for both parties. Aditionally, my students at Universidad Autónoma de Madrid and Universidad Carlos III made comments, sent questions and held debates on the trip. Some of them might be read here –see specifically the comments to the linked post on how the youth in Spain sees the elections in the United States.

Finally, a reflection on the global implications of having a democrat versus a republican President. Lack of new ideas for the challenge representing the change in global paradigm was paramount during the debates previous to the election. Thus, the implications of having one or the other are quite tied to the personality of the Commander in Chief as well as his personal abilities and capacity to build teams to negociate in the international arena. Lack of new ideas, however is a challenge for western democracies. In any case I am still reflecting on this late subject in which I plan to publich some articles both in Latin America and Spain in the following months.
